The Pamunkey Tribe Wrote to Governor Kemper

This memorial from the Pamunkey tribe is signed by the chief, Thomas Cook, and three councilmen. They requested the aid of Governor James Lawson Kemper (1823–1895) in procuring a teacher for the reservation and financial help in the form of an annuity that the tribe had received annually in the past. The tribe had not requested the annuity in recent years, but as game had become scarce in their hunting land, they found themselves in need of food.
