African Americans, Virginia Constitutional Convention

After the money the convention appropriated to pay its expenses had been exhausted, the convention required the auditor of public accounts to issue coupons to cover the unpaid per diem allowances of convention members. The delegates either redeemed their coupons at the treasury or held them until 1869 when they could use them to pay their taxes. Delegate James B. Carter, an African American who represented Chesterfield and Powhatan Counties, received coupons worth $160 on April 15, 1868, two days before the convention adjourned, and cashed them in on three days in May and on one in August.
