Louis Balser, a native of Russia this day applied to this court to be admitted to become a citizen of the United States. Whereupon the said Louis Balser exhibited a certificate of the clerk of the County Court of Norfolk County, Va. that more than two years ago he had declared on oath in the said court his intention to become a citizen of the United States which certificate is in the words: Virginia. At the County Court of Norfolk County held the twenty fifth day of April 1892 Louis Balser a native of Russia this day applied in court and declared on oath that it is bona fide his intention to become a citizen of the United States and to renounce and abjure forever all allegiance and fidelity to any foreign Prince, Potentate, State, or Sovereignty whatever, and particularly to Alexander III of Russia.
