said Philip E. Vass decd. and refuse to permit them to be registered as free persons. Your petitioners being poor and unable to pay the costs of prosecuting a suit for the recovery of their freedom, pray that your honour will permit them to sue in forma pauperis, will assign them Counsel and do whatever may be necessary to enable them to institute and carry on their suit against the said Isaac Medley for the recovery of their freedom. And your petitioners ever pray &c. I have examined the facts and circumstances on which the petitioners claim the right to freedom which are correctly stated in the foregoing petition: and I am clearly of the opinion from those facts & circumstances that the said petitioners are of right free persons and not slaves.
