District of Columbia Alexandria County Sct. This day personally came before me one of the Justices of peace for said County Richd. Howell and William J. Isabell who made oath that William Rudd hath resided within the limits of the United States, for five years and upwards and that he hath continued to reside within the District of Columbia for at least five years immediately last past, and that during his said residence, he hath behaved as a man of good moral character, attached to the principles of the Constitution of the United States, and well disposed to the good order and happiness of the same, and the said Richard Howell and William Isabell also made oath that they are Citizens of the U.
