District of Columbia County of Alexandria to wit

Personally appeared before me the Subscriber a Justice of the peace for the County of Alexandria Richard Libby a citizen of the United States and made oath in due form of Law that he hath known Bartholomew Rochford ever since the year 1812 that the said Bartholomew Rochford hath resided within and under the Jurisdiction of the United States ever since the 22d day of January 1812 and that he hath resided within the said District for more than five years last past that during his said Residence he has behaved as a man of good moral character attached to the principles of the Constitution of the United States and well disposed to the good order and happiness of the same.
