Thomas M. Davis personally appeared before me the subscriber one of the United States Justices for the County aforesaid and made oath, that Joseph Cowing has resided within the limits and under the Jurisdiction of the United States for upwards of five years, and one year immediately last past within the District of Columbia, during which time he has behaved as a man of good moral character, attached to the principles of the Constitution of the United States, and well disposed to the good order & happiness of the same. Given under my hand this 18th day of July Anno Domini 1807. Elisha C. Dick
